Degree Verification in China

The more things change, the more they stay the same. What does that even mean? In this case, it means that the Ministry of Education of China has once again shifted the priorities of some of its higher education organizations, and the verification services that we use have now made some changes.

For over a decade, the China Academic Degrees and Graduate Education Development Center (CDGDC) has administered the verification of Bachelor, Master, and Doctoral degree certificates in China through its http://www.chinadegrees.cn website. At the same time, transcripts and other records were verified by the China Higher Education Student Information and Career Center (CHESICC), whose name was changed to the Center for Student Services and Development (CSSD) earlier this year. There have rumors for the last few years that the Ministry of Education was planning to consolidate the verification aspects of the agencies, and it has finally happened!

CDGDC is no longer the body responsible for verifying degree certificates in China. This responsibility has been shifted to CSSD (formerly CHESICC). Now students are able to get all of their verification needs handled on one website.



The notification about this change is posted on the CDGDC website at https://www.chinadegrees.cn/cqva/gateway.html (in Chinese only, and the attached PDF at the bottom is a little easier to read) and on the CSSD website in English at https://www.chsi.com.cn/en/news/202208/20220802/2208010536.html and https://www.chsi.com.cn/en/news/202208/20220802/2207977226.html

Student can have their high school diplomas, university entrance exams, higher education transcripts, higher education certificates of graduation, and higher education degree certificates. Remember, China is a dual credential system whereby students can earn both qualifications and degrees, which are verified separately as they serve different purposes in China. Students or enterprise users can order their degree certificates via CSSD in two formats:

  • 中国高等教育学位在线验证报告 (Online Verification Report of Higher Education Degree Certificate) at https://www.chsi.com.cn/xlcx/rhsq.jsp - for students whose degrees were conferred and registered in the Submission of Academic Degree Information System after September 2008
  1. 中国高等教育学位证书查询 (China Higher Education Degree Certificate Query) at https://www.chsi.com.cn/xwcx/index.jsp - for students whose degrees were conferred before September 2008; also for degrees conferred by military schools not registered in the Submission of Academic Degree Information System

There are also not yet any samples of the new degree verification report on the English website as there are for other verification reports, but the service literally just started a week ago. The English version of the website verifies the Online Verification Report of Higher Education Degree Certificate here: https://www.chsi.com.cn/xlcx/en/index.jsp.

That's super exciting information, but what about those students who ordered their degree verification from CDGDC before August 8 2022? Those old CDGDC verification webpages are all gone. Are we supposed to just cross our fingers and hope that any electronic copies of the CDGDC Credentials Report are authentic? Or are we supposed to make our applicants go back to CSSD and order it anew?

Thankfully, the Ministry of Education has set up a degree certificate online inquiry webpage. https://zwfw.moe.gov.cn/diploma/ This new page looks very much like the former CDGDC verification portal.



On this webpage, you simply copy the applicant's name (in Chinese) and degree certificate number from the existing CDGDC Credentials Report, enter the captcha/verification code on the screen, and press the blue 查询/Inquire button. If you have questions, the phone number and email address from the China Qualifications Verification (CQV) department at CDGDC that previously handled this information is also listed. The output of this is a plain looking webpage that verifies the information on the CDGDC report.


But what do you know? CSSD also has a new webpage for the China Qualification Verification (CQV) department: https://xwrz.chsi.com.cn/gateway   On this page, you will need to enter the CDGDC report number and the on-screen captcha/verification code and press the blue 询问/Check number. The report from this verification portal is identical to what we're used to seeing from CDGDC, down to the CDGDC website address at the bottom of the report.
