The Institute of Technical Education, or ITE, was established in 1992 as a post-secondary technical training institution under the Ministry of Education, Singapore. It was formerly the Vocational and Industrial Training Board (VITB).
ITE is a principal provider of career and technical education and leader in national skills certification and standards with an emphasis on pre-employment training for secondary school graduates, continuing education and training for adult learners, and workplace and work-study programs for those who are currently employed. ITE aims to provide a comprehensive education focused on holistic, hands-on training produce well-rounded graduates equipped for the working world and further education.
ITE is comprised of three regional colleges and numerous satellite campuses: ITE College Central, ITE College East, and ITE College West. Each campus offers programs the others don't, though some a small number of primarily business programs are available at all campuses. College East offers opticinary, nursing, civil & structural engineering, architectural and beauty programs; College Central offers theater, film & video production, and communication design programs; and College West offers automotive engineering, mechanical engineering, culinary arts, hospitality.
In 2005, NITEC launched the ITE Certification System which is comprised of four levels of certification: NITEC, Higher NITEC, Master NITEC, and Diploma. Each level was closely linked to its specific entry requirements and are designed to accommodate the needs of various industries and skill levels. Not all of these programs are available today. Almost 30,00 secondary-school graduates enroll at the ITE in more than 90 NITEC and Higher NITEC programs.
Today, ITE offers the National ITE Certificate (NITEC) for graduates of GCE N Level or GCE O Level; the Higher National ITE ITE Certificate (Higher NITEC) for graduates of GCE N (Academic) Level or GCE O Level; and the Technical Diploma for graduates of NITEC or Higher NITEC programs. There are approximately 100 different Higher NITEC programs.
The most popular type of program at the ITE Colleges is the Higher NITEC program, a 2- or 3-year post-secondary Diploma in business, engineering, health sciences, applied sciences, or other fields. ITE also offers a number of 2-2.5 year technical diplomas and dozens of 2.5-year apprenticeship-based work-study diplomas as well as ITE Skills Certificates to upgrade workforce training.
Those secondary school students who have earned a Singapore-Cambridge General Certificate of Education, Normal level, or GCE N Level, after completion of 10th grade, can enroll in a 3-year Higher NITEC program. Historically, “Normal” graduates had to complete a 4-year program.
Graduates of the Singapore-Cambridge General Certificate of Education, Ordinary Level, or GCE O Level, after grade 11 are eligible to enroll in a 2-year full-time Higher NITEC program.
Graduates of the Higher NITEC program are eligible for direct admissions to a 3-year Polytechnic Diploma program which can then lead to university education. Exceptional students may be eligible to earn advanced standing toward the Polytechnic Diploma program in some fields.
